Yes, you can apply without getting your test.

The level of  English will be assessed during the selection interview and, in case of admission to ESA, you will be asked to provide an English official test no later than 15th June 2020.

In the meantime, we strongly recommend you to find appropriate solutions to learn French and/or English (see related question in FAQ).
