"I did a one-year high studies diploma (NQF level 7) at The University College Cork in Ireland.
With this diploma can I be excused from proving my English language skills and ask the University of College Cork attesting
that English was the media of instruction ?"

If the diploma (degree) is in English, so it is fine and the english requirement is valuable.
But one semester or even 1 year of studing in English is not enough.
Moreover, as students were in an english-speaking university, the students should have attended a language test of English in Ireland.
It is mandatory to provide an official test of English.
